How Municipal Rates Are Calculated in South Africa
South African municipalities levy property rates under the Municipal Property Rates Act (MPRA). Your annual rates bill is calculated as:
The rate in the rand is set annually in the municipality's budget and is expressed as cents per rand of property value (e.g., R0.0089 per rand = R8.90 per R1,000 of value). Each municipality independently determines its rate.
Most municipalities value properties every 4โ5 years via a General Valuation Roll (GVR), with supplementary valuations in between. Your municipal valuation may differ from the market value at any given time.
Rebates and Exclusions
The MPRA requires municipalities to provide certain relief:
- Residential exclusion: Some metros exclude the first R150,000โR200,000 of a primary residence's value from rating.
- Household rebate: Municipalities may grant flat rebates to qualifying primary residents.
- Indigent rebate: Households earning below a threshold may qualify for 100% rates exemption.
- Agricultural land: Capped at 25% of the residential rate.
- Senior citizens & disabled persons: Many municipalities offer additional rebates โ check with your local authority.
Worked Example: Lunga in Johannesburg
Lunga buys a R1,400,000 residential home in Johannesburg (City of Joburg rate: R0.01142 per rand, no large exclusion for CoJ residential).
Annual gross rates = R1,400,000 ร 0.01142 = R15,988/year = R1,332/month
Less household rebate of approximately R1,200/year = R14,788/year net = R1,232/month
When Lunga moves to Cape Town for a R1,400,000 property (CoT rate: R0.008936 per rand, first R200,000 excluded):
Rateable value = R1,400,000 โ R200,000 = R1,200,000
Annual gross = R1,200,000 ร 0.008936 = R10,723/year = R894/month
Johannesburg costs roughly 38% more in rates than Cape Town for the same property value.
How to Object to Your Municipal Valuation
If you believe your property has been over-valued on the General Valuation Roll, you have the right to object. The process:
- Obtain a copy of the valuation roll from the municipal website or offices.
- Get a comparative market analysis (CMA) from an estate agent, or commission a registered property valuer.
- Submit a formal objection to the Municipal Valuer within the prescribed 30-day objection period.
- If unsuccessful, appeal to the Valuation Appeal Board (VAB).
A successful objection can reduce your annual rates by hundreds or thousands of rands โ worth the effort for high-value properties.

What are municipal rates in South Africa?
Municipal rates (also called property rates) are taxes levied by local municipalities on property owners based on the municipal valuation of the property. They fund local services including roads, water, sewage, refuse removal, and parks. All property owners โ whether owner-occupied or rental โ are liable for rates.
Which South African city has the highest property rates?
As of 2025/26, Johannesburg and Nelson Mandela Bay tend to have among the highest residential rates (around R11โ12 per R1,000 of value). Cape Town has one of the lower rates (approximately R8.94 per R1,000) partly because it also excludes the first R200,000 of residential value. Rates vary annually and depend on each municipality's budget needs.
Can I pay my municipal rates monthly or only annually?
Most municipalities issue a consolidated monthly account that includes rates, water, electricity, and refuse charges. You typically pay monthly. Some municipalities allow an upfront annual payment for a small discount. Your bank may also offer to collect and pay rates on your behalf as part of your bond account, adding it to your monthly instalment.
Do tenants pay municipal rates?
The property owner is legally responsible for paying municipal rates. However, landlords commonly include rates in the rental amount or as a separate line item in the rental agreement, effectively passing the cost to the tenant. Tenants should clarify with their landlord what is included in their monthly rental.
What happens if I don't pay municipal rates in South Africa?
Non-payment of rates is serious. Municipalities can: charge interest on arrears; issue a rates clearance certificate only once arrears are settled (blocking property sale or transfer); and in extreme cases, apply for a court order to have the property sold to recover the debt. You cannot transfer a property without a rates clearance certificate showing no arrears.
